    Roles and permissions
    • This allows a user to flag a tag as inappropriate
    • The default authenticated user role has this capability set to allow
    • This capability may only be applied in the system context i.e. as a system role
    • Only user with capability lms/tag:manage can reset the flag or remove the tag
